Melbourne Parks and Waterways maintain the following gardens along the Mt Dandenong Tourist Road.

Rosella in the Dandenong Ranges

You can get to the Mt Dandenong Tourist Road by public transport, taking a train to either Belgrave (from which Puffing Billy station is a short walk) or Croydon. However buses run infrequently during the week, and not at all on Sunday.
