The Powers that Be Anne McCaffrey lives in Ireland, Elizabeth Ann Scarborough in the American Pacific North West. This series came about as a result of a discussion during a visit to Ireland by Scarborough.
The premise is simple, people haven't learnt the lessons of history, but corporations have. As a result, the Powers that be (PTB) who rule the space lanes, and the terraformed colonies, are corporate executives and their military commanders.
Once again the poor, down troden natives are shifted from their homes to make way for more 'productive' use of the land. In this case, the natives are a mixture of Irish and Eskimo, cold climate humans disenfranchised and brought to a barely-terraformed freezing ball known to the locals as Petaybe.
The locals live frugally, but with great spirit. They respect the land, and in return it respects them. Major ? is sent there to die after being gassed. Like the locals she has some native American blood in her. She is also assigned to investigate the strange things that go on, including the community's leads the mysterious Sean and the healer Clothagh.
Strong pussy-cat motif in this series to appeal to the cat-lovers amongst us. And then there's the seal...
